The processing fee is nonrefundable and is charged per person. The gift is separate, is not returned in any circumstances, and is repeated for each accompanying family member. Legal fees, and any government charges for the underlying classification as listed in the USCIS fee schedule, sit on top of both.
Never accept one number that covers two different things
Clear pricing here means at least four separate lines: the processing fee per person, the gift per person, professional fees, and the filing costs of the immigrant classification actually used. A single blended figure hides which parts are refundable, which are not, and which are payable to a government rather than to an intermediary. It also makes it impossible to notice when one component has been quoted at a stale amount.
Hypothetical example: an exporter of maple-production equipment is shown a proposal totalling a large round sum described as the program cost for his family, with no breakdown; asked to split it, the consultant produces figures that do not reconcile with the official page, and the discrepancy only becomes visible because the question was asked before the transfer rather than after. Ask for each line separately in writing, with the source of every figure named, and compare them against the official page before agreeing to anything.
