IN THIS GUIDE · Gold Card from Saint-Cyrille-de-Wendover: a fee and a gift, on classifications that already exist
Start with the GOLD CARD eligibility and application overview
What the money is, and which direction it moves
Be precise about which transfer is which, because they behave nothing alike. The processing charge is paid up front merely to have a file examined, and it is not returned whatever the outcome. The far larger sum moves in one direction only, from the applicant to the U.S. government, and only once vetting has been completed. Nothing about it resembles an investment: there is no enterprise, no equity, no return and no repayment, and no part of it is recoverable if the application later fails on other grounds. Anyone describing the arrangement as a government grant, a bond, or a refundable deposit has misunderstood it or is misrepresenting it, and both are reasons to slow down.
It runs on classifications that already exist
The framework uses the existing EB-1 and EB-2 immigrant classifications, which is the single most important point for anyone comparing it with an employment route. The underlying eligibility rules for those classifications, and the visa availability published in the monthly Visa Bulletin, do not disappear because a fee and a gift have been paid. That means the payment does not, by itself, create a right to work for any employer, does not confer a status the classifications themselves do not provide, and does not remove queueing where a category is oversubscribed. Read the official page for what is actually promised, and treat any private summary as a starting point for questions rather than as a description you can rely on.
How it differs from EB-5, precisely
EB-5 requires qualifying capital of US$1,050,000, or US$800,000 for a targeted employment area or qualifying infrastructure project with a statutory adjustment beginning 1 January 2027, placed into a new commercial enterprise, kept at risk, creating at least ten full-time jobs for qualifying U.S. workers, with a documented lawful source and path of funds and the investor engaged in management or policy formulation. The Gold Card involves no enterprise, no jobs requirement of the applicant’s own, no capital at risk and no return of funds. Conflating them produces bad budgeting in both directions: people expect an EB-5 investor’s eventual recovery from a gift that will never be returned, or expect a Gold Card’s simplicity from a programme that requires an audited money trail.
Before any money moves
Terms for a programme of this kind can change, and a page printed six months ago is not authority for what applies today. Re-verify the current official terms directly before transferring anything: the amounts, the payee, the sequence of vetting and payment, and what happens on refusal. Confirm that the recipient of the gift is the U.S. government and not an intermediary, a law firm trust account or an escrow company nobody can identify. Ask what portion of any sum you pay is recoverable at each stage, and get the answer in writing. Where a family is involved, work out the total for every accompanying person before deciding, because per-person amounts multiply quickly.
